I know they didn't get quite to 100% this  year. With all the food they were able to collect and all that other kind of stuff, I guess is it a flexible  amount? Is it sort of hoping to get to 100 but if it's 90 it's okay? I'm just trying to figure -- I know they're  very nervous about their funding and I wasn't quite sure what we could tell them to make them feel more  reassured.&lt;/q&gt;&lt;/li&gt;&lt;li&gt;&lt;cite&gt;Albert Balagso&lt;/cite&gt;: &lt;q&gt;We have been tracking their cost recovery and they are doing very well. They're very close. In the end  our budget balances. We make up from some other part of our overall budget. Over the course of a  couple of years or three years, establish a baseline and establish exactly where that is going to be. I'm  reluctant to lower the bar and try to get it to 100% because that might be achievable. Staff has worked  with the group to see if we can look at revamping some of the services that are out there. Maybe we're  doing too much and spending too much versus the return we're getting. So these are things that we're  looking at to tighten the strings and try to make it work a little bit better. But they need to take several  years of trying to establish exactly what is the capacity and the baseline of what they can recover.&lt;/q&gt;&lt;/li&gt;&lt;li&gt;&lt;cite&gt;Councilmember Yeager&lt;/cite&gt;: &lt;q&gt;So you'll continue to work with them next year&lt;/q&gt;&lt;/li&gt;&lt;li&gt;&lt;cite&gt;Albert Balagso&lt;/cite&gt;: &lt;q&gt;We'll continue to work with them on grants and other things as well.&lt;/q&gt;&lt;/li&gt;&lt;li&gt;&lt;cite&gt;Councilmember Yeager&lt;/cite&gt;: &lt;q&gt;Many of us know it's such a great program and again, it has such great  community support and they're trying to do what they can. Oftentimes it is difficult to get to 100% cost  recovery. I am writing to you today regarding the&lt;br /&gt;future of the Young People's Theatre program, based at&lt;br /&gt;Kirk Community Center in San Jose.  I believe that&lt;br /&gt;this issue will be discussed tonight at the city&lt;br /&gt;council meeting, in an attempt to put it onto the&lt;br /&gt;agenda in April.  &lt;br /&gt;&lt;br /&gt;I participated in this program from 6th grade through&lt;br /&gt;my sophomore year of high school.  My first job was&lt;br /&gt;through Young People's Theatre, as a Recreation Aide&lt;br /&gt;at the age of 15.  Since then, I've gone on to do&lt;br /&gt;theatre on the community level, sing at Paramount's&lt;br /&gt;Great America in the mainstage show for multiple&lt;br /&gt;seasons and later received my Bachelor's in Musical&lt;br /&gt;Theatre and Business Administration from California&lt;br /&gt;State University Chico.  I currently perform at&lt;br /&gt;various theatres in the Bay Area and am working on an&lt;br /&gt;original musical recording as well as working full&lt;br /&gt;time in the field of intellectual property law.&lt;br /&gt;&lt;br /&gt;I believe that Young People's Theatre set the stage&lt;br /&gt;for me to learn about theatre on an individual basis,&lt;br /&gt;rather than always as a member of the chorus, as is&lt;br /&gt;the case for some of the other children's theatres in&lt;br /&gt;the area.  It laid a foundation for me to grow as a&lt;br /&gt;performer and as a well-rounded, active community&lt;br /&gt;member.&lt;br /&gt;&lt;br /&gt;It has now come to my attention that the program may&lt;br /&gt;have to shut down due to fiscal problems.  If the&lt;br /&gt;council were to reclassify Carole Ferris-Greer's&lt;br /&gt;position so that it is funded from the General Fund&lt;br /&gt;out of the Parks, Recreation and Neighborhood Services&lt;br /&gt;Department budget, I understand that the program will&lt;br /&gt;be able to generate sufficient revenue to cover all of&lt;br /&gt;the other costs of the program.  &lt;br /&gt;&lt;br /&gt;Therefore,  I am asking you today to reclassify Carole&lt;br /&gt;Ferris Greer's position.  Your own website says that&lt;br /&gt;San Jose's "innovative efforts are working to ensure&lt;br /&gt;that all children can achieve in Silicon Valley".  In&lt;br /&gt;your recent State of the City Address on February 8,&lt;br /&gt;2006, you asked the people of San Jose and its leaders&lt;br /&gt;to follow you and to continue working to achieve a&lt;br /&gt;shared vision to make "San Jose a city that every one&lt;br /&gt;of us can take pride in." I enjoy living, working, and raising my children in San Jose, and am quite proud of our city: our low crime rate, first-rate theaters, the Tech Museum, Children's Discovery Museum, Christmas in the Park, and Kelley Park and Zoo, just to name a very few things.&lt;br /&gt; My 9 year old daughter recently had the opportunity to participate in the Young People’s Theater production of The Wizard of Oz. I was unsure of what the experience would be like, but I was greatly impressed by the professionalism, dedication and passion that Carol Ferris Greer and her staff demonstrated. I volunteered to be a room mother and do makeup for several of the shows, and I saw firsthand how much the children were inspired and how they learned and grew from their experience. The parents also agreed to increase their total parent participation requirement to 3,100 volunteer hours.&lt;br /&gt;&lt;br /&gt;"It was a huge commitment," Marks says.&lt;br /&gt;&lt;br /&gt;At the end of 2005, the program was at 89 percent cost recovery. Then the theater group received two grants of $5,000 each, from San Jose Councilwoman Judy Chirco and Councilman Ken Yeager. This brought the program to 100 percent cost recovery.&lt;br /&gt;&lt;br /&gt;The commendation is a long-awaited recognition, according to parents and members of the theater group.&lt;br /&gt;&lt;br /&gt;"Young People's Theater has given hundreds of children wonderful experiences and taught them many skills," Willow Glen parent Joan Nelson Schuller says. "It has filled a void for schools that have had drama and music programs disappear from their classrooms. It has provided an outlet for children who are looking for something besides sports as an extracurricular activity," Schuller says.&lt;br /&gt;&lt;br /&gt;Schuller has been involved with the program for 10 years.&lt;br /&gt;&lt;br /&gt;Along with the performing arts, the theater also involves the youth in philanthropy through canned food drives and raising money for breast cancer.&lt;br /&gt;&lt;br /&gt;"I never felt like any of my dollars were being wasted on this program," Willow Glen parent Judy Steinberg says. "The young people employed by the director, Ms. Carole Ferris-Greer, are such good role models for my son. I hope I'm wrong, but just in case, I wanted to say that I'm grateful to the many people who have come to our Community Theater over the years and given me cans, time and their children to work with. Thank you for coming tonight and enjoy the show." &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;In the Spring of 1983, the City of San Jose purchased the old Kirk Elementary School and turned it into Kirk Community Center. Carole Ferris Greer was one of the original staff members and worked as a Youth Program Co-ordinator. She had a background in Theater and one of the activities she programmed was a play production in the Fall of 1983. The first play was "The Wizard of Oz" From that first production, theater at Kirk Community Center took on a life of its own, regardless of who tried to stop it.&lt;br /&gt; The theater program grew by reputation and through word of mouth. YPT was a community of kids and parents that came to creatively express themselves. At Kirk Community Center in a small school cafeteria The Young People's Theater was born. The children kept returning and the program went from strength to strength. Carole Ferris-Greer found her vocation and generations were to benefit in the years to come.&lt;br /&gt; As the years went by, the first participants became Recreation leaders and Recreation Aides, passing on the magic and becoming mentors and role models for the next cohort of eager thespians. The program repeated annually with kids growing up, becoming part of the directing and leadership team. Kids came as nine year olds and stayed into their twenties (Cassie Heropoulos and Kelli La Russa are two of them). Parents got involved and became valued City employees (Donna Becker). The program became larger and more popular. When the Girl Scout movement became involved, the program moved upward to a whole new level. The support of the Girl Scout Organization in the last 23 years has been huge and very empowering to the success of YPT.&lt;br /&gt; YPT has raised and donated 110,000 cans of food to Cititeam ministries, Santa Maria Urban Mission, Sacred Heart Community Center, Mayfair Community Center's Holiday Food drive and The Salvation Army. The Parent Support Group, known as Friend's of YPT, has raised and donated $7,000 to the American Breast Cancer Society, in the name of Nancy Heropoulos in the last five years. YPT has collected and donated toys at Christmas and now blankets this Winter. The program has endeavoured to give back to the community to make a difference. The Director Carole Ferris-Greer is proud and humbled by these achievements.&lt;br /&gt; From that first production of  "The Wizard of Oz" to the current one (which is a very special cast of kids ages 6-19) the focus of YPT has always been about kids believing in themselves. Kids, the relationships, the mentoring and the food donations, the full circle of it all, is what has remained a constant over the last 23 years. To be featured in the plays, it was never about who the best actors were or even if they could sing or dance. It has always been about the possibilities of the individual, not the guarantees. The standard was about doing your best. Willow Glen resident and program parent Rosemary Marks, who has been fighting to save the program, is relieved, but says there is still a lot of work to do.&lt;br /&gt;&lt;br /&gt;"The parent group is type='text'>YPT update</title><content type='html'>TO:  Friends of YPT&lt;br /&gt;FROM:  Andrea Norman&lt;br /&gt;&lt;br /&gt;I wanted to follow up on a concern expressed by several parents who have responded to the email about YPT I sent out on Sunday, June 12th.  The concerns expressed relate to the statement in the Mayor’s June Budget Message that said, “Given the speculative nature of the increase in revenue the Manager is directed to review this budget in December and not proceed if costs are not tracking within revenues.”&lt;br /&gt;&lt;br /&gt;I wrote to Larry Lisenbee, Budget Director, and asked him what the budget process would be if costs weren’t tracking revenues when the review in December occurred.  This is an excerpt from his response:&lt;br /&gt;&lt;br /&gt;“I can't answer the question with any real assurance, because, as always, what happens in the end is whatever the Council votes to do.  From a process point of view, however, this direction is basically to me to bring back a report as part of our Mid-Year Budget Review, a formal report on the finances of the City that we produce in late January, and the Council considers typically in mid-February.  In that document I would report the basic data about costs versus revenues.  Nothing would happen automatically.  Typically either we, or the Mayor, would recommend an action (which in this case would depend on how things were going).  But even if the recommendation was that the trial effort had failed, and the program should be shut down, that recommendation would still be considered by the Council and would need to be voted upon.  Prior to that there would be plenty of time and opportunity for public comment and participation in designing alternatives.  And for what it is worth, given 19 years of experience at doing this, the Council interest in keeping you guys going is such that I believe they would be very reluctant to just shut you down if there is another alternative.  It all will depend in part though on what our fiscal condition is at mid-year.”&lt;br /&gt;&lt;br /&gt;I hope this additional information…and positive news, I think…is helpful to everyone.&lt;br /&gt;&lt;br person and protest the proposed closure of YPT &lt;br /&gt;&lt;br /&gt;Tuesday May 17th-Initial Public Hearing (public can comment on the budget)&lt;br /&gt;&lt;br /&gt;Monday June 13th- final Public There will be 19 shows over the next two weeks, with two main casts and three choruses. My two boys have been involved with YPT for three years and it has been &lt;a href="http://flickr.com/photos/rosiemac/tags/ypt/show/"&gt;a wonderful journey&lt;/a&gt; Christopher landed the role of Michael and Andrew was cast as a lost boy. It was quite funny on Friday because Andrew named his ever-elusive black karate shoe as the "lost shoe" as it fell off three times! It will be as secure as Peter's shadow after Wendy sewed it back on for the next show!&lt;br /&gt;&lt;br /&gt;I invited Councillor Judy Chirco and the Management team of the Parks and Recreation Department in San José to attend, in my capacity as a spokesperson for the YPT parent support group and Advisory Board Member for District 9 in San José. Everyone except one replied to my e-mail and everyone except two intend to attend. The people who are unable to attend are numbers one and two in the hierarchy in the Parks and Recreational Services in San José. &lt;br /&gt;&lt;br /&gt;The person who did not reply was sitting in front of me on opening night and was overheard saying "I am only one voice" when asked by a concerned parent about the future of the program. The same "one voice" put the program up for closure.&lt;br /&gt;&lt;br /&gt;So, my question is this. What does it actually mean when someone says "I am only one voice" ? Does it imply impotence? Does it imply defeat, exasperation and an "it is out of my hands" abdication of responsibility? I wonder.&lt;br /&gt;&lt;br /&gt;I am only one voice, but a voice that speaks to others. I have told hundreds of people about this place. I invite all my friends to the performances. I attend fund raising events. In short, I wholeheartedly support the program.&lt;br /&gt;&lt;br /&gt;I spent last Saturday collecting signatures on a petition to have the program officially recognised by the City of San José and to oppose the closure. I collected 150+ at two shows alone. &lt;a href="http://yptsupport.blogspot.com/2005/03/children-speak_05.html"&gt;Here are some children's voices.&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;"One voice" can be effective, persuasive, negative or - worse - inaudible. The quality of the productions is amazing. The dedication and commitment of the staff to the children of this community is exemplary and an inspiration to us all. &lt;br /&gt;&lt;br /&gt;The program has raised and donated over $6000 for Breast Cancer charities and also through fund raising efforts has donated over 100,000 cans of food to the City Team Ministries and The Sacred Heart Community.&lt;br /&gt;&lt;br /&gt;As a member of this community and the newly re-activated District 9 Community Advisory Board, I would like to see the Theater Program including Carole Ferris-Greer and her staff receive an award for "Outstanding Contribution to Community". The program has been running for twenty two years.  I would like this award to be presented in Chambers in January. You take the time to really get to know the children and are sensitive to not only their needs but also to the needs of the families involved.&lt;br /&gt;&lt;br /&gt;We are entering our third year with YPT and over the years we have experienced nothing but joy and happiness with the program. I have seen my children grow and flourish under your kind, caring and watchful gaze. I have seen what you teach them extend to their everyday lives. Through your program they have become more confident and self reliant. They adore you. I feel that Andrew and Christopher are so privileged to have you and your team in their lives, as a role models and mentors. We as a family are enriched by knowing you. You are an inspiration.&lt;br /&gt;&lt;br /&gt;Every production or boot camp we have participated in has been been hugely successful. We love to return to YPT, as we know that we will continue to nurture our friendships within the community. So many families come back season after season to work together on the new production. What a tribute that is to you Carole. The Theater program at Kirk is one of the few things I have been involved in which genuinely nurtures community spirit. The support the program receives on Parent Preview Nights reflects the commitment of the participants not only to the program but to you and your team. &lt;br /&gt;&lt;br /&gt;It is astonishing to me that in these times you have managed to keep together and motivate such a truly wonderful group of people in the YPT team. There have been no staff changes in the time we have been part of YPT. Thank you for providing continuity. It is wonderful to see the older members come back to help with the younger ones at Boot Camps. &lt;br /&gt;&lt;br /&gt;It is your drive, imagination, kindness and charisma which enables the community to come together to enjoy the successes of each event. &lt;br /&gt;I never fail to be impressed by the professionalism of every production. The outside courtyard is also very attractive and adds to the ambiance of the program, particularly in the summer.&lt;br /&gt;&lt;br /&gt;Only people who work with children and parents understand the real demands of the job. As a teacher myself, I have nothing but admiration for you. &lt;br /&gt;&lt;br /&gt;You and your team have an unenviable task ahead to maintain the very high standards you set yourselves. The pressure increases as high standards are also set as a result of  participants high expectations. Keeping morale high must be challenging in the face of actual or threatened budget cuts.&lt;br /&gt;&lt;br /&gt;I know you do not like to draw any attention to yourself or receive personal praise but I would love to forward this letter to Donna Lovell at the Mercury News (Editor of local news) and Judy Chirco to let them know what an outstanding job you are doing for the children and the youth in our community. Kirk office staff re-location/redundancies and ramifications.&lt;br /&gt;&lt;br /&gt;2. Plans for the front office to be the office for the Senior Center.&lt;br /&gt;&lt;br /&gt;3. Ongoing concerns about the City-wide brochure and how it has undermined community and services. I have questions about:&lt;br /&gt;&lt;br /&gt;a) The cost of it,&lt;br /&gt;b) The fiscal ramifications of it,&lt;br /&gt;c) The management staffing costs of it at the expense of services to the community.&lt;br /&gt;d) The impact on the community.&lt;br /&gt;&lt;br /&gt;This summer I had the worst experience I have EVER had as a result of enrolling my sons in a Spanish class at Kirk Community Center. Since the departure of  Valentine Lewis from Kirk there has been a noticeable deterioration in class quality. Without someone paying attention to the class instructors and keeping an eye on things I predict the situation will deteriorate further.&lt;br /&gt;&lt;br /&gt;The Spanish instructor arrived 20-25 minutes late every week. He was unprepared and quite frankly an apology for an instructor.  This would never have happened under the watchful eye of Valentine. I don't even suppose he would have been hired. Parents dropped off their children expecting the instructor to be there. The children were unattended on many occasions.&lt;br /&gt;&lt;br /&gt;- The City-wide guide took away her job, damaging community services.&lt;br /&gt;- The City-wide guide is anti-community, promotes centralisation and loses the local voice.&lt;br /&gt;&lt;br /&gt;The squeeze on money and the vast expense of the City-wide guide has resulted in a lowering of the quality of instructor.&lt;br /&gt;&lt;br /&gt;My chief concerns are that the Community Center at Kirk is starting to look like it will become exclusively a Senior Center. I am not impressed by assurances that Camden will service my needs and those of my children. It is not my community.&lt;br /&gt;&lt;br /&gt;San Jose has a slogan "Building Strong Communities" My experience of City policy is the opposite in this regard. The demographics of this area are changing - as old people move out of the larger homes into sheltered or residential accommodation, more families with children are moving in. I wonder if the people who have recently moved here with young children realise that the Community Center is being reshaped to exclude them.&lt;br /&gt;&lt;br /&gt;I'm sure it is just coincidence that Carole Ferris-Greer Director of YPT is under pressure and her good name and standing are currently threatened. I have sent it to Sara H and the management team at Parks and Rec and the Councillors including the Mayor's office at City Hall.  I have also sent it to Donna Lovell at the Mercury News. I wanted to be very vocal in support of Carole and I urge you all to do the same. I feel that the current smear campaign against Carole spearheaded by a parent's slanderous remarks are part of a wider campaign to undermine Carol and the YPT program as a whole. I think it may be time once again to mobilise the troops.&lt;br /&gt;&lt;br /&gt;I can't just sit by and watch Carole, who is very dear to me and my family in so many ways be further ground down by the "Management" at Parks and Rec.&lt;br /&gt;&lt;br /&gt;sincerely,&lt;br /&gt;&lt;br /&gt;Rosie Marks&lt;br /&gt;Dear Ms Hensley,&lt;br /&gt;&lt;br /&gt;I recently received a survey to complete to convey my satisfaction with the three Boot Camps my son Andrew attended at Kirk Community Center and the two Boot Camps my son Christopher attended at the same venue this summer.&lt;br /&gt;&lt;br /&gt;After receiving it, I realised that it had been a long time since I had written to express my thanks and gratitude to the staff at Kirk for delivering such a first class program which goes out of its way to build community spirit and nurture the individual needs of the children.&lt;br /&gt;&lt;br /&gt; This summer I was particularly impressed how the needs of a Downe's Syndrome little boy called Matthew were met at a Boot Camp my boys participated in. With the care and attention he received, he was able to be integrated into the program. On the performance night it was clear that he had really enjoyed himself.&lt;br /&gt;&lt;br /&gt;Carole Ferris-Greer and the YPT team really excel at meeting the needs of individuals. Considering the climate of budget cuts and redundancies it is a delight to be involved with such wonderfully creative and optimistic individuals, particularly Carole. &lt;br /&gt;&lt;br /&gt;It is my understanding that currently aspersions are being cast on Carole Ferris-Greer's  professionalism. At this time there seems to be inexplicable, ineffective Management support for her. I'm surprised that an asset such as Carole Ferris-Greer is not being more carefully nurtured protected and supported. I hope that in the coming weeks matters will be resolved to reduce stress on the YPT group and in particular Carole, to enable her and the team to fully apply themselves to the their current production of Peter Pan Jr. It would be tragic if current events meant the team were unable to focus completely on their current cohort of children.&lt;br /&gt;&lt;br /&gt;Please feel free to call me to discuss my experiences with Carole and the program. Myself and many other members of the YPT Parent's Support group would be only too happy to testify in support of Carole's exemplary character and professionalism. Her tireless and selfless devotion to her work, combined with amazing creativity, bring out the best in the children and the YPT families in our community. With the care and attention he received, he was able to be integrated into the program. On the performance night it was clear that he had really enjoyed himself.&lt;br /&gt;&lt;br /&gt;Carole Ferris-Greer and the YPT team really excel at meeting the needs of individuals. Considering the climate of budget cuts and redundancies it is a delight to be involved with such wonderfully creative and optimistic individuals, particularly Carole. &lt;br /&gt;&lt;br /&gt;It is my understanding that currently aspersions are being cast on Carole Ferris-Greer's  professionalism. At this time there seems to be inexplicable, ineffective Management support for her. I'm surprised that an asset such as Carole Ferris-Greer is not being more carefully nurtured protected and supported. I hope that in the coming weeks matters will be resolved to reduce stress on the YPT group and in particular Carole, to enable her and the team to fully apply themselves to the their current production of Peter Pan Jr. It would be tragic if current events meant the team were unable to focus completely on their current cohort of children.&lt;br /&gt;&lt;br /&gt;Please feel free to call me to discuss my experiences with Carole and the program. Myself and many other members of the YPT Parent's Support group would be only too happy to testify in support of Carole's exemplary character and professionalism. You take the time to really get to know the children and are sensitive to not only their needs but also to the needs of the families involved.&lt;br /&gt;&lt;br /&gt;We are entering our third year with YPT and over the years we have experienced nothing but joy and happiness with the program. I have seen my children grow and flourish under your kind, caring and watchful gaze. I have seen what you teach them extend to their everyday lives. Through your program they have become more confident and self reliant. They adore you. I feel that Andrew and Christopher are so privileged to have you and your team in their lives, as a role models and mentors. We as a family are enriched by knowing you. A total of 8 exist at a cost of $125,000 per position. In all, a total of 14 benefitted positions, all service oriented, were cut to grossly over fund the management layer directly under Ms Hensley. The positions cut were from all over the City of San Jose. The cuts made were nothing to do with a lack of funds specifically, but to do with the fact that more money was needed to fund management and as a result the money was squeezed from other programs. Tax dollars are being removed from the areas that deliver quality programs to the public. This is not acceptable. The cost of the annual pay rise for these positions alone could fund Cassie's position. These costs are ongoing year after year.&lt;br /&gt;&lt;br /&gt;The budget allocation for publicity  is worthy of investigation alone.&lt;br /&gt;&lt;br /&gt;The YPT raised $5,000 for cancer research this winter and has collected nearly 100,000 cans of food for The Sacred Heart Community. This is an outstanding achievement which very few people know about. The YPT is a community that just keeps on giving, season after season.&lt;br /&gt;&lt;br /&gt;I'll let you know when the web site is up and running. I've got some great ideas to show the twenty year history of the YPT.  It will take some time to collect the pictures and write the text. A tribute to the YPT is long overdue.It will take longer to achieve the main objective which is to have a dynamic interactive dialogue with the community. In&lt;br /&gt;addition there are more threats to do with the elimination of Donna&lt;br /&gt;Becker's position which to me is unthinkable considering the work she&lt;br /&gt;does and her unbelievable commitment to the children and the program.&lt;br /&gt;&lt;br /&gt;I am still very much involved with the program and my boys have&lt;br /&gt;participated in the last three productions as well as the amazing&lt;br /&gt;summer boot camps. They are now cast in the Jungle Book which promises&lt;br /&gt;to be as amazing as everything else.&lt;br /&gt;&lt;br /&gt;The children of this community need an advocate to protect and promote&lt;br /&gt;this jewel. I had the pleasure of working five shows with the cast of&lt;br /&gt;the Cinderella production and it is wonderful to see real community&lt;br /&gt;spirit. I have made some good friends and so have Andrew and&lt;br /&gt;Christopher.  I'm so grateful that my tax dollars go towards something&lt;br /&gt;as marvelous as this.&lt;br /&gt;&lt;br /&gt;I invited some of my close friends to the last production. They were both very impressed with the quality and&lt;br /&gt;professionalism of the program. Everyone thought they were there to&lt;br /&gt;write a review... maybe next time!&lt;br /&gt;&lt;br /&gt;Anyway, I would so appreciate yourself and Judy Chirco taking an&lt;br /&gt;interest in what is going on and to keep a watchful eye on Sara Hensley&lt;br /&gt;who I feel has no genuine interest in supporting the program.&lt;br /&gt;&lt;br /&gt;The staff of the program should be congratulated on their incredible&lt;br /&gt;achievements regularly. Instead they work under the constant threat of&lt;br /&gt;cuts. Despite lack of appreciation and support they continue to do the&lt;br /&gt;most magnificent work and are exactly the role models I would want for&lt;br /&gt;my children. I have such respect and admiration for these people who&lt;br /&gt;devote their lives to educating children. They are a beacon of light in&lt;br /&gt;this community and I am not alone in my thoughts on this matter.&lt;br /&gt;&lt;br /&gt;I trust my children completely with the staff. They care for and&lt;br /&gt;nurture them in a secure and constructive environment. In this day and&lt;br /&gt;age it is refreshing to find something so wholesome and wonderful to be&lt;br /&gt;excited and enthusiastic about.&lt;br /&gt;&lt;br /&gt;I know Judy Chirco cares about the children in this community and&lt;br /&gt;supports after school educational/cultural programs but her heightened&lt;br /&gt;visibility and interest in the program could only enhance her standing&lt;br /&gt;in the community.&lt;br /&gt;&lt;br /&gt;Finally, the people she has done so much for in the senior center are&lt;br /&gt;also the grandparents of the members of the YPT. Many signed the&lt;br /&gt;petition last summer in fact.&lt;br /&gt;&lt;br /&gt;This is a heartfelt request for assistance to protect the YPT. The YPT parent group was misled if not deceived and there are many concerns in the community now.&lt;br /&gt;&lt;br /&gt;I have many concerns not just to do with the YPT. The money that was wasted on the new City Wide Guide and management staff and the resulting lost revenues raise much larger issues to me. In addition, the management positions created by Ms. S Hensley remain intact.&lt;br /&gt;&lt;br /&gt;As a tax payer, I am much more interested in the protecting the jobs of the people who are in the front line delivering first class programs and working with my children or the seniors for instance, than created management positions at $125,000 per annum.&lt;br /&gt;&lt;br /&gt;Anyway, just to let you know, it is my intention to meet with Donna Lovell at the San Jose Mercury news along with the YPT parents' support group to discuss the issues. I would also like to arrange to meet you both to discuss the matter personally. Please let me know when would be a convenient time.&lt;br /&gt;&lt;br /&gt;What is happening is just plain wrong and undermines everything I and many others value.&lt;br /&gt;&lt;br /&gt;For your information, Sarah Hensley never met with the YPT at all. Clearly, all the people who did meet were deceived at that meeting, by the City representatives.&lt;br /&gt;&lt;br /&gt;I am going to have to re-activate the petition and start collecting more signatures and plan a publicity campaign to inform the public. I will use the previously created Kirk Park website to post information about the YPT and get a dialogue going with the community.&lt;br /&gt;&lt;br /&gt;The City employees who have responsibility for allocating funds with our tax dollars are seemingly accountable to no-one except themselves. I appreciate you taking the time to do it. I am looking forward to meeting you on Monday at Houge Park Building 1 at 5.15 pm, along with other concerned parents. In advance of the meeting I would like to share some thoughts with you.&lt;br /&gt;&lt;br /&gt;I have concerns about Sara Hensley's comments written on page 437 of "Core Service; Life Enjoyment Services, City Service Area: Recreation and Cultural services, Budget changes by Core Service. It clearly states that her proposal will consolidate the Kirk Theater program and the Sage theater Program into a City wide theater program. These programs are in different districts, 6 and 9 respectively. It is stated that the programs "serve the larger Willow Glen area". Kirk Theater is already serving the whole of San Jose. People come from all over San Jose now. The YPT is not an exclusive program. Why destroy something amazing and wonderful when we already have exactly what Ms Hensley wants now. I wonder how much she knows about or understands the program and the YPT community.  The new City wide brochure will certainly promote it further. However, I have severe reservations about that very costly new initiative too. People will be expecting to receive their brochures in the mail and will be left waiting....... advertising the new brochure in the garbage bills is an interesting marketing initiative.&lt;br /&gt;&lt;br /&gt;I can see many flaws in the document referred to above. The loss of one of the programs will mean less children will be able to perform and be involved due to stage restrictions. Eliminating duplicate summer camps will mean less children being able to participate. She concludes that"Performance Results: No change to current service levels are anticipated" A two thirds budget cut from 3,000 hours to 1,040 hours and the loss of a key staff member can only mean a substantial cut to current services. If the YPT cannot perform due to budget and staff cuts it cannot bring in the money it does and will not be able to share the created wealth.&lt;br /&gt;&lt;br /&gt; I am also very concerned about the number of management positions in the division and especially the two newly created positions ($125,000 x2)It is my understanding that two new jobs have been created in the Senior center too. It seems a little extravagant to me to be adding expensive positions in a "Budget Crisis" year and very short sighted to be eliminating positions like Cassie Heropoulos who is delivering the very programs that the children of San Jose so badly need. Aren't children's after school programs a priority anymore?&lt;br /&gt;&lt;br /&gt;By removing Cassie Heropoulos from the program you are effectively removing an organ from a body. She is a lynch pin to the whole program. She is assistant to Carole Ferris-Greer. She is a talented and very effective choreographer and even more important the children adore her. She has been with the program ten years and worked for the program for the last five. She has grown up with the program and she is giving back to it. The program has been her life and is her family and community. She deserves better.&lt;br /&gt;&lt;br /&gt;The program was established in 1980's and it has evolved and grown for over twenty years. Kirk Theater was not thrown together in a year. Clearly, it takes time for something to grow and reach maturity. There are many other people who grew up in the program too who continue to give back to it.  At the summer camps it was wonderful to see past participants volunteering to be part of the process of ongoing mentoring. The City of San Jose's slogan is "Building Strong Communities". If the cuts are not reversed it will be responsible for destroying a thriving community.&lt;br /&gt;&lt;br /&gt;The YPT makes a lot of money. It made $50,000 last year.  That is something to be proud of. The members of YPT make donations to the Second Harvest Food Bank, Breast Cancer Charities and Toys for children at Christmas, to name but a few of the outreach programs. There is a true community here at Kirk Theater. People talk glibly about a sense of community and building strong communities. The City should be making this community stronger by supporting it not making cuts that will inevitably result in the demise of an amazing and wonderful institution.&lt;br /&gt;&lt;br /&gt;Having read the documents on line I am unconvinced that these cuts are solely about money.  A more democratic approach who have been to involve the YPT community in any changes that are being considered.  A consultative document could have been prepared and shared. I am concerned about one person's vision. I am also concerned about the lack of public accountability for these proposed changes. Many people don't have time to read about these decisions. Most people would be willing to accept that the cuts are about lack of money. I don't think they are entirely about money. I am a vested member in my community and I believe I am right to be concerned about these issues.&lt;br /&gt;&lt;br /&gt;I understand that you have a very demanding job and that really tough decisions need to be made. I am certain that we are on the same side and am pleased to have the opportunity to discuss these matters.The members of YPT are relying on your integrity to see the value of the program and to work to  help restore it to the previous 3,000 hours and re-instate Cassie. The cuts will result in a two thirds budget cut and the loss of an extremely talented and committed teacher, Cassie Heropoulos. The group of people who make up the staff of the program work together like the organs in a body. Losing Cassie would be the equivalent of losing an organ in a living body. These cuts are effectively severing an artery and will severely impede the theater group as a whole. The cuts are short sighted and not in the interests of the YPT group, the children and the community it serves. The Young People's Theater group is the only one of its kind in the City of San Jose. It is open to all San Jose residents, is affordable and children are involved in programs which develop their whole character and build confidence. It succeeds where even schools often fail. It builds team players and consideration. It develops a sense of duty and commitment in the child, helping them become good citizens. It is not a program for the well off. It offers its program based on merit.  While other programs continue to expand, for example the Senior Center at Kirk Community, (two newly created posts), and managerial posts are created at a cost of $120,000, this jewel of our community is about to hemorrhage. This program does not deserve a death by a thousand cuts and it is time to show how much this program is valued. It is time to show how much the staff are valued and appreciated. Their work is unique. The staff are unique. The program is a valuable asset to this community. It brings joy and excitement. The children involved in the program are allowed to shine and be part of something wonderful. The program is wonderful. The cuts must be re-thought. Cassie must stay. People need to know how wonderful she is with the children. The program needs Cassie.
